What does the WTTA mean for your organization?
As of January 1, 2027, the Temporary Agency Work Authorization Act (WTTA) will come into force. With this law, the government introduces a mandatory authorization system for employment agencies and other organizations that supply staff.
This has implications for both suppliers and clients.
From 2027 onwards, companies will only be allowed to supply staff if they have official authorization from the Dutch Labour Market Authority (NAU). Without this authorization, supplying temporary workers will no longer be permitted.
In addition, a public register will be introduced, allowing clients to easily verify whether an agency or secondment provider holds the required authorization.

Why this law?
The WTTA is intended to combat malpractices in the sector and create a level playing field. Organizations that have their affairs in order will be more clearly distinguished.

What is expected of suppliers?
To obtain authorization, organizations must, among other things:
• Pay correct wages
• Pay taxes and social security contributions
• Possess a Certificate of Conduct (VOG)
• Comply with labor and housing regulations

From 2027 onwards, clients may only work with authorized parties. Failure to do so may result in fines.
