New rules for the temporary employment sector: avoid fines  

There is now final clarity regarding the implementation of the Temporary Agency Work Admission Act (Wtta). The Dutch Ministry of Social Affairs and Employment has established the timeline: the law will officially come into effect on January 1, 2027. The goal is clear: to create a transparent temporary employment market in which everyone operates fairly and according to the rules.

What is the Wtta? 

The Wtta introduces a new admission system for the temporary employment sector. From January 1, 2027, temporary employment agencies may only supply workers if they have received official approval. 

To obtain and maintain this approval, agencies will be strictly monitored for compliance with collective labour agreements, correct salary payments, timely tax payments, and proper administration. 

 

 

What does this mean for clients? 

For companies working with flexible staff, the Wtta mainly provides additional security and peace of mind. From the start of enforcement, hirers will be required to work only with officially approved temporary employment agencies.

Timeline at a glance 

The government is introducing the law carefully to give the market sufficient time to adapt: 

November 1 to December 31, 2026: Registration for transitional arrangements.  

January 1, 2027: The Wtta officially comes into effect.  

May 1 to June 30, 2027: Submission of the official admission application.  

January 1, 2028: The Dutch Labour Inspectorate starts enforcing the new regulations.
